Families can apply for subsidized child care services through ACD, which oversees the largest municipal day care system in the country. For a family to qualify for subsidized child care services, it must meet specific financial and social eligibility criteria. Children -- ages two months through 12 years -- are cared for either in group day care centers licensed by the Department of Health or in the homes of day care providers that are registered by the Department of Health. ACD also issues vouchers to eligible families that may be used by parents to purchase care from any legal day care provider in the city.

Children ages 2 months to 5 years old. Created to cater exclusively to infants and toddlers and their special needs. Infants and toddlers need more nurturing and one-to-one care than older children. Holding and loving are very important for babies. Equally important is allowing the child the opportunity to explore his environment with the security of qualified adults nearby. Because developmental stages are so varied at this point in life, the children move to the next day care room based on their development, not their age. Preschoolers are offered a variety of activities, including simple academic lessons in preparation for kindergarten. The center also offers music, dance, art, outdoor and free play.
